Arundel Neighbourhood Plan

Arundel Neighbourhood Plan

Arundel Town Council (ATC) has prepared a Neighbourhood Development Plan (NDP) for Arundel and is currently in the process of undertaking a second review of the made NDP.

Arundel NDP 2nd Review

The Arundel NDP (“NDP1”) and its 1st Review (“NDP2”) were made on 12 June 2014 and 20 December 2019 respectively. 

In March 2023, Arundel Town Council (ATC) – as the Qualifying Body (QB) for the preparation of the Arundel NDP – initiated a second review and update of the Arundel NDP – hereon referred to as the “Arundel NDP 2nd Review” or “NDP3”.

Plan “Made” (Adopted) The Updated Arundel NDP or Arundel NDP 1st Review (“NDP2”) – i.e., the Submission Plan incorporating the Examiner’s modifications and all modifications as per the Decision Statement – complies with the legal requirements and basic conditions set out in the Localism Act 2011 and, on 20 December 2019, was formally made part of the Development Plan for the South Downs National Park Authority (SDNPA) area of the parish.

The Updated Arundel NDP or Arundel NDP 1st Review (“NDP2”) is a part of the Development Plan for the South Downs National Park Authority (SDNPA) area of the parish as defined by the Neighbourhood Area Designation by the SDNPA on 14 March 2013.

The made Arundel NDP can be viewed at the following locations:

  • South Downs Centre, North Street, Midhurst, West Sussex, GU29 9DH.
  • Arun Civic Centre, Maltravers Road, Littlehampton, West Sussex, BN17 5LF.
Referendum

A referendum was held on the Arundel NDP 1st Review (“NDP2”) on 19 November 2019.  Further information on the referendum is available on the Arun District Council website.

There was a 35% turnout, with the following results:

  • Yes = 80.29% (790 votes)
  • No = 19.61% (193 votes)
  • Rejected =1% (1 vote)
Decision Statement

Arun District Council (ADC) agreed the Decision Statement for the Arundel NDP 1st Review (“NDP2”) on 10 October 2019

This sets out the modifications that will be made to the Plan in response to the Examiner’s recommendations.

Independent Examination Arun District Council (ADC) appointed Mr Andrew Ashcroft as the Independent Examiner of the Arundel NDP 1st Review (“NDP2”).  The Examiner issued their final report on 03 October 2019.

Reg16 Submission Consultation

 

Arun District Council (ADC) published the submitted Arundel Neighbourhood Development Plan 1st Review (“NDP2”) for consultation from 17 July to 28 August 2019.  The following documents were submitted for consultation:

The SDNPA made the following representation on the Arundel NDP 1st Review (“NDP2”):

Reg14 Pre Submission Consultation Arundel Town Council (ATC) carried out a pre-submission consultation on the Draft Arundel Neighbourhood Development Plan 1st Review (“NDP2”) from 09 November to 21 December 2018.

Arundel NDP 1st Review The Arundel NDP was made on 12 June 2014.  In February 2018, Arundel Town Council (ATC) – as the Qualifying Body (QB) for the preparation of the Arundel NDP – initiated a review and update of the Arundel NDP – hereon referred to as the “Arundel NDP 1st Review” or “NDP2”.

Plan “Made” (Adopted)

The Arundel NDP – i.e., the Submission Plan incorporating the Examiner’s modifications and all modifications as per the Decision Statement – complies with the legal requirements and basic conditions set out in the Localism Act 2011 and, as a result of the SDNPA Planning Committee resolution on 12 June 2014, has been made.

The made Arundel NDP is a part of the Development Plan for the South Downs National Park Authority (SDNPA) area of the parish as defined by the Neighbourhood Area Designation by the SDNPA on 14 March 2013.

Referendum

A referendum was held on the Arundel NDP on 08 April 2014.  Further information on the referendum is available on the Arun District Council website.

There was a 26.6% turnout, with the following results:

  • Yes = 80.29% (790 votes)
  • No = 19.61% (193 votes)
  • Rejected 0.1% (1 vote)

Decision Statement

Arun District Council (ADC) agreed the Decision Statement for the Arundel NDP on 25 February 2014

This sets out the modifications that will be made to the Plan in response to the Examiner’s recommendations.

Independent Examination

Arun District Council (ADC) appointed Mr Christopher Edward Collinson as the Independent Examiner of the Arundel NDP.  The Examiner issued their final report on 10 February 2014.

Regulation 16 Submission Consultation

Arun District Council (ADC) published the submitted Arundel Neighbourhood Development Plan (NDP) for consultation from 05 December 2013 to 16 January 2014.

The Arundel NDP (Submission Version), its supporting documents (such as the Basic Conditions Statement, Consultation Statement, and Strategic Environment Assessment [SEA] etc.), and a summary of the representations received can all be found on the Arun District Council website.

Regulation 14 Pre Submission Consultation Arundel Town Council (ATC) carried out a pre-submission consultation on the Draft Arundel Neighbourhood Development Plan (NDP) from 16 September to 21 October 2013.

Designated Neighbourhood Area The Arundel Neighbourhood Area was designated by Arun District Council (ADC) on 10 December 2012 and by the South Downs National Park Authority (SDNPA) on 14 March 2013.

Proposed Neighbourhood Area A consultation on an application to designate the Arundel Neighbourhood Area was held from 03 October to 14 November 2012.
