Lavant Neighbourhood Plan

Lavant Parish Council are preparing a Neighbourhood Development Plan for Lavant. Details of the neighbourhood plan preparation are available at the Lavant Parish Council website.

The Lavant NDP (Submission Plan incorporating the Examiner’s modifications and all modifications as per the SDNPA Decision Statement) complies with the legal requirements and basic conditions set out in the Localism Act 2011 and as a result of the SDNPA Planning Committee resolution on 10 August 2017 has been made.

Lavant NDP – Made plan

The Lavant NDP is a part of the Development Plan of the SDNPA Local Planning Authority area as defined by the Neighbourhood Area Designation by the SDNPA and Chichester District Council in 2013.

The made Lavant NDP can be viewed at the following location:

  • South Downs Centre, North Street, Midhurst, GU29 9DH
Referendum A referendum on the Lavant NDP was held on Tuesday 18 July 2017. There was a 24% turnout, with the following results:

  • Yes = 86% (272 votes)
  • No = 14% (43)

Decision on a Plan Proposal On 11 May 2017, the SDNPA’s Planning Committee agreed the Decision Statement for the Lavant NDP. This sets out the modifications that will be made to the plan in response to the Examiners recommendations.

The Lavant NDP has been modified accordingly and will proceed to referendum on the 18th July 2017.

Independent Examination

The SDNPA has appointed John Slater MRTPI as Independent Examiner of the Lavant NDP. The Examiner assessed whether the Lavant NDP meets certain legal requirements, known as ‘basic conditions’ and considered the representations made on the Lavant NDP.

The Examiner has now issued his final report, which the SDNPA will consider. A ‘Decision Statement’ will be prepared setting out the actions to be taken in response to the recommendations of the Examiner. It will be presented to the SDNPA Planning Committee on the 11th May 2017.

Publicising the Plan proposal

The SDNPA has published the submitted Lavant NDP for consultation in accordance with Part 5 of the Neighbourhood Planning (General) Regulations 2012.

The consultation ran from Tuesday 10 January to Tuesday 21 February 2017.

Representations made on the Lavant NDP will be considered by an independent examiner who will assess whether the NDP meets certain legal requirements, known as the ‘basic conditions’. Submission of Plan proposals Lavant Parish Council submitted the Lavant NDP and accompanying documents to the SDNPA on 8th November. 2016. The following submission checklist has been completed by the SDNPA.

Pre-submission consultation on the plan Lavant Parish Council carried out their Pre Submission consultation from 10 March 2016 to 28 April 2016.

Designated Neighbourhood Area The SDNPA designated the Lavant Neighbourhood Area on 14 March 2013 following an application from Lavant Parish Council. The area outside the National Park was agreed by Chichester District Council on 18 March 2013.

Consultation on the proposed Neighbourhood Area A consultation on an application to designate Lavant Neighbourhood Area was held from 30 January to 14 March 2013.
