Urgent and Delegated Decisions

In line with the ‘Openness of Local Government Bodies Regulations 2014’ , the following decisions have been taken under delegated or urgent powers set out in the Standing Orders.

  1. Further to the serving of Urgent Works Notices under section 54 of the Planning (Listed Buildings and Conservation Areas) Act 1990 on 5 May 2023 and following a competitive procurement process having been carried out, to award the contract for the Urgent Works specified in the Notices at:
    i) The Angel Inn, North Street, Midhurst; and
    ii) The Tuck Shop and Cranstones, North Street, Midhurst, the value of which exceeds the maximum contract value that may be awarded under Officer delegated authority, as detailed in the exempt Appendix 1.

5 May 2023 The Service of Urgent Works Notices under the Planning (Listed Buildings and Conservation Areas) Act 1990, at;
i) The Angel Inn, North Street, Midhurst and;
ii) The Tuck Shop and Cranstones, North Street, Midhurst.

  1. Approved the service of an Urgent Works Notice (two in total) under section 54 of the Planning (Listed Buildings and Conservation Areas) Act 1990 at:
    i) The Angel Inn, North Street, Midhurst, and;
    ii) The Tuck Shop and Cranstones, North Street, Midhurst.
  2. That, subject to the awarding of a contract following a competitive procurement process, the Authority carry out the works listed in the Notices.
  3. That authority be delegated to the Director of Planning to recover the Authority’s expenses incurred in carrying out the works required by the Notices, which will involve the service of notices under section 55 of the Planning (Listed Buildings and Conservation Areas) Act 1990.

    26 May 2020 Highdown Conservation Area Appraisal Management Plan (CAAMP)
    1. Approved the Highdown Conservation Area Appraisal and Management Plan attached at Appendix 2 for the purposes of development management and to inform the wider activities of the South Downs National Park Authority and its partner organisations.

    27 April 2020 Fulking Conservation Area Appraisal Management Plan (CAAMP)
    1. Approved the Fulking Conservation Area Appraisal and Management Plan attached at Appendix 1 for the purposes of development management and to inform the wider activities of the South Downs National Park Authority and its partner organisations.
    2. Approved the extensions to the Conservation Area boundaries shown on the proposals map at the end of the Appraisal document.

    17 April 2020 SDNPA Members allowances scheme
    1. That the current SDNPA members allowances scheme, as published on the SDNPA website, and the rates of allowances payable in that scheme as at 31st March  2020  be extended until 21 May 2020.

    15 April 2020 East Sussex, South Downs and Brighton & Hove Waste and Minerals Local Plan
    1. Approved the Draft East Sussex, South Downs and Brighton & Hove Waste and Minerals Local Plan Review, as detailed in Appendix 1A of this report, for Regulation 18 Consultation in spring 2020.
    2. Noted the main issues arising from the Sustainability Appraisal (SA) as detailed in Appendix 2 and the high level review of the Habitat Regulation Assessment (HRA) (Appendix 3).
    3. Noted that a Regulation 19 Review document will be prepared in due course for consultation later in 2020.

    15 April 2020 West Sussex Waste Plan
    1. Agreed that an update to the West Sussex Waste Plan is not required at this time, noting that the Plan may be updated in response to yearly monitoring or future reviews.
    2. Agreed the review document attached at Appendix 1 and agree that this be published on the website hosted by West Sussex County Council.
