Patching Neighbourhood Plan

Patching Parish Council are preparing a Neighbourhood Development Plan for Patching. Further details of the neighbourhood plan preparation are available at the Clapham and Patching Parish Councils website.

The Patching NDP (Submission Plan incorporating the Examiner’s modifications and all modifications as per the SDNPA Decision Statement) complies with the legal requirements and basic conditions set out in the Localism Act 2011 and as a result of the SDNPA Planning Committee resolution on 12 April 2018 has been made.

Patching Neighbourhood Plan – Made Plan

The Patching NDP is a part of the Development Plan of the SDNPA Local Planning Authority area as defined by the Neighbourhood Area Designation by the SDNPA on 12 December 2015.

The made Patching NDP can be viewed at the following location:

South Downs Centre, North Street, Midhurst, GU29 9DH

Referendum

On Thursday 1 March 2018 a referendum was held on the neighbourhood development plan for the Patching neighbourhood area.

The results were as follows:

Turn out: 21 %
Yes: 36 (83.7%)
No: 7 (16.3%)

The Patching NDP was modified in accordance with the Decision Statement.

Decision on the Plan proposal On the 2nd of January 2018, the SDNPA  agreed under delegated officer powers, the Decision Statement for the Patching NDP.  This sets out the modifications that will be made to the plan in response to the Examiner’s recommendations:

The Patching NDP has been amended accordingly and will proceed to referendum on Thursday 1st March 2018.

Independent Examination The SDNPA appointed John Slater MRTPI as independent examiner of the Patching NDP. The Examiner has now issued his final report, which the SDNPA will consider. A ‘Decision Statement’ will be prepared setting out the actions to be taken in response to the recommendations of the Examiner.

Publicising the Plan proposal

The SDNPA published the submitted Patching NDP for consultation in accordance with Part 5 of the Neighbourhood Planning (General) Regulations 2012.

The consultation ran from Monday 12 June to Monday 24 July 2017.

Representations made on the Patching NDP will be considered by an independent examiner who will assess whether the NDP meets certain legal requirements, known as the ‘basic conditions’. This making a representation guidance note provides further information on the basic conditions and next steps for Patching NDP.

Presubmission Consultation on the Plan Patching Parish Council are carrying out their Pre Submission consultation from 1 August to 26 September 2016.

Designated Neighbourhood Area The SDNPA designated the Patching Neighbourhood Area on 14 March 2013 following an application from Patching Parish Council

Consultation on the proposed Neighbourhood Area A consultation on an application to designate Patching Neighbourhood Area was held from 22 November 2012 to 25 January 2013
