Rowlands Castle Neighbourhood Plan

Rowlands Castle Parish Council has prepared a Neighbourhood Development Plan for Rowlands Castle. Further details of the neighbourhood plan preparation are available at the Rowlands Castle Parish Council webpage.

Plan “Made” (Adoption)

 

The Rowlands Castle NDP – i.e., the Submission Plan incorporating the Examiner’s modifications (June 2023), all modifications as per the Decision Statement (July 2023), and mapping corrections (October 2023) – complies with the legal requirements and basic conditions set out in the Localism Act 2011 and, as a result of the SDNPA resolution on 09 November 2023, has been made.

The made Rowlands Castle NDP is a part of the Development Plan for the South Downs National Park Authority (SDNPA) area of the parish as defined by the Neighbourhood Area designated by the SDNPA on 24 April 2017.

The made Rowlands Castle NDP can be viewed at the following locations:

  • South Downs Centre, North Street, Midhurst, West Sussex, GU29 9DH.
  • Penns Place, Petersfield, Hampshire, GU31 4EX.

 

Mapping Corrections

 

Following referendum, the SDNPA identified two mapping errors.  These errors were corrected by the parish council on 30 October 2023.  The corrections were in relation to:

  • Map 14 (p33) – The location of the Ice House (Old Idsworth Garden, Old Idsworth); and
  • Map 16 (p44) – The settlement boundary.  The parish council explained during Examination that they were not proposing to revise the settlement policy boundary (SPB) as established in the East Hampshire Local Plan Second Review (2006).  However, it was later noted that the SPB had been re-mapped in error to include the field to the rear of Nos 63/65 Links Lane.  This error has now been corrected and the field has been removed from the SPB so that the SPB aligns with that currently defined in the Adopted East Hampshire Local Plan.

The Rowlands Castle NDP has been amended as per the above and is due to be “made” by the SDNPA Planning Committee on 09 November 2023.

Referendum

A referendum was held on the Rowlands Castle NDP on 19 September 2023.  Further information on the referendum is available on the East Hampshire District Council website.

There was a 23.5% turnout, with the following results:

  • Yes = 96.5% (593 votes)
  • No = 3.5% (22 votes)
Post Examination Decision Statement The East Hampshire District Council (EHDC) Planning Policy Committee agreed on 17 July 2023 to accept the recommendations in the Examiner’s Final Report to modify the Rowlands Castle NDP, and to proceed to referendum.

The Rowlands Castle NDP has been modified accordingly and will proceed to referendum on 19 September 2023.

Independent Examination East Hampshire District Council (EHDC) appointed Mr Andrew Ashcroft as Independent Examiner of the Rowlands Castle NDP.  The Examiner published their final report in June 2023.

Regulation 16  submission consultation

East Hampshire District Council (EHDC) published the submitted Rowlands Castle Neighbourhood Development Plan (NDP) for consultation between 13 February and 27 March 2023.

Regulation 14 – pre-submission consultation Rowlands Castle Parish Council (RCPC) undertook a pre-submission consultation on the Draft Rowlands Castle Neighbourhood Development Plan (NDP) between 17 June and 14 August 2022.

Designated Neighbourhood Area The SDNPA designated part of Rowlands Castle Neighbourhood Area on 24 April 2017 following an application from Rowlands Castle Parish Council.
