Hamsey Neighbourhood Plan

Hamsey Parish Council are preparing a Neighbourhood Development Plan for Hamsey. Details of the neighbourhood plan preparation are available at the Hamsey Community website

The Hamsey NDP (Submission Plan incorporating the Examiner’s modifications and all modifications as per the SDNPA Decision Statement) complies with the legal requirements and basic conditions set out in the Localism Act 2011 and as a result of the SDNPA resolution on 14 July 2016 has been made.

The Hamsey NDP is a part of the Development Plan of the SDNPA Local Planning Authority area as defined by the Neighbourhood Area Designation by the SDNPA on 13 September 2013.

The made Hamsey NDP can be viewed at the following locations:

  • South Downs Centre, North Street, Midhurst, GU29 9DH
  • Printed versions of the plan may be borrowed from the Hamsey parish clerk: clerk@hamsey.net
  • Lewes District Council offices Southover House, Southover Road, Lewes, BN7 1AB
Referendum A referendum was held on the Hamsey NDP on 2 June 2016. For more information on the referendum visit the Lewes District Council Referendum page.

There was a 28% turnout, with the following results

  • Yes = 90.2% (120 votes)
  • No = 9.8% (13 votes)
Decision on a Plan proposal On 14 April 2016, Lewes District Council agreed the Decision Statement for the Hamsey NDP. This sets out the modifications that will be made to the plan in response to the Examiner’s modifications

The Hamsey NDP has been modified accordingly and will proceed to referendum on Thursday 2 June 2016

Independent Examination

Lewes District Council appointed John Parmiter as the independent Examiner of the Hamsey NDP. The Examiner assessed whether the Hamsey NDP meets certain legal requirements, known as the ‘basic conditions’ and considered representations made on the Hamsey NDP.

The Examiner has now issued their final report, which the Lewes District Council will now consider and will issue a ‘Decision Statement’ in due course setting out the actions to be taken in response to the recommendations of the Examiner.

Publicising the Plan proposal Lewes District Council published the submitted Hamsey NDP for consultation from 29 September to Tuesday 10 November 2015. The following documents were submitted for consultation

Submission of Plan proposals Hamsey Parish Council submitted the Hamsey NDP and accompanying documents to Lewes District Council on 28 September 2015.
Pre-submission consultation on a plan Hamsey Parish Council carried out their Pre Submission consultation on the Hamsey Neighbourhood Development Plan (NDP) from 24 November for 6 weeks.

Designated Neighbourhood Area Following an application from Hamsey Parish Council, the Hamsey Neighbourhood Area within the South Downs National Park was designated by the SDNPA on 13 September 2012
