Twyford Neighbourhood Plan

Twyford Parish Council are preparing a Neighbourhood Development Plan for Twyford . Further details of the neighbourhood plan preparation are available at the Twyford Parish Council website.

Plan ‘made’ (adopted)	The Twyford NDP – i.e., the Submission Plan incorporating the Examiner’s modifications and all modifications as per the SDNPA Decision Statement – complies with the legal requirements and basic conditions set out in the Localism Act 2011 and, as a result of the SDNPA Planning Committee resolution on 10 February 2022, has been made. The made Twyford plan The made Twyford NDP is a part of the Development Plan for the South Downs National Park Authority (SDNPA) area as defined by the Neighbourhood Area designated by the SDNPA on 12 January 2015. The made Twyford NDP can be viewed at the following location: South Downs Centre, North Street, Midhurst, West Sussex, GU29 9DH.
Referendum	A referendum was held on the Twyford NDP on 13 January 2022. Further information on the referendum is available on the Winchester City Council website. There was a 33% turnout, with the following results: Yes = 83% (349 votes) No = 17% (70 votes)
Decision Statement	On 14 October 2021, the SDNPA Planning Committee agreed the Decision Statement for the Twyford NDP. The Decision Notice sets out the modifications that will be made to the Twyford NDP in response to the Examiner’s recommendations. Twyford NDP Decision Statement. Following the planning committee meeting, an error was identified in the Decision Statement. The report below identifies and corrects the error in the Twyford NDP Decision Statement. The amendment to the Twyford NDP Decision Statement was agreed on 10 November 2021 under the delegated authority of the Director of Planning. Delegated Authority report to modify the Twyford Neighbourhood Plan Decision Statement Twyford NDP Decision Statement (Updated) The Twyford NDP was modified accordingly and proceeded to referendum on 13 January 2022.
Independent Examination	The South Downs National Park Authority (SDNPA) appointed Mr Andrew Ashcroft as Independent Examiner of the Twyford NDP. The Examiner assessed whether the Twyford NDP met certain legal requirements known as “basic conditions”, and considered all representations made on the Twyford NDP. The Examiner requested further information on 20 April 2021 to enable them to carry out the examination. The Examiner’s questions and Twyford Parish Council’s response can be found below. Examiner’s Report Following the publication of the Twyford NDP Decision Statement, an error in the Examiner’s Report was identified. The Examiner corrected this error through the publication of an Erratum to the Examiner’s Report on 10 November 2021. Erratum to Examiner’s Report.
Regulation 16 – Submission Consultation	The South Downs National Park Authority (SDNPA) published the submitted Twyford Neighbourhood Development Plan (NDP) – in accordance with Part 5 of the Neighbourhood Planning (General) Regulations 2012 – for consultation between 28 January and 25 March 2021. The following documents were submitted for consultation: Reg16 Twyford Neighbourhood Plan. Basic Conditions Statement. Consultation Statement. Habitats Regulations Assessment. Sustainability Appraisal (incorporating Strategic Environmental Assessment). The Submission documents were not made available in deposit locations due to the Covid-19 pandemic. However, a telephone number, postal address, and email address were provided for anyone who had difficulty in accessing the documents online. SDNPA consultation response.
Regulation 15 – Submission	Twyford Parish Council (TPC) submitted the Twyford Neighbourhood Development Plan (NDP), and its accompanying documents, to the South Downs National Park Authority (SDNPA) on 21 December 2020.
