Hassocks Neighbourhood Plan

Hassocks Parish Council are preparing a Neighbourhood Development Plan for Hassocks.  Further details of the neighbourhood plan preparation are available at the Hassocks Parish Councilwebsite.

The Hassocks Neighbourhood Plan incorporating the Examiner’s modifications and all modifications as per the Mid Sussex District Council Decision Statement complies with the legal requirements and basic conditions set out in the Localism Act 2011 and has now been formally made part of the Development Plan for the part of Hassocks Parish within the South Downs National Park.

The SDNPA have published the Regulation 20 Adoption Statement which sets out more information regarding the Making of Hassocks Neighbourhood Plan

The Hassocks NDP is a part of the Development Plan of the SDNPA Local Planning Authority area as defined by the Neighbourhood Area Designation by the SDNPA in 2012.

The made Hassocks NDP can be viewed at the following locations:

  • South Downs Centre, North Street, Midhurst, GU29 9DH
  • Mid Sussex District Council, Oaklands, Oaklands Road, Haywards Heath, West Sussex, RH16 1SS
Referendum A referendum was held on the Hassocks NDP on 5th March 2020. There was a 26% turnout, with the following result:

  • Yes = 94.8% (1635 votes)
  • No = 19.61% (193 votes)

Rejected 5.2% (90 vote)

Decision Statement  On 13 January 2019 Mid Sussex District Council published the Decision Statement for the Hassocks NDP.  This sets out the modifications that will be made to the plan in response to the Examiner’s modifications.

The Hassocks NDP has been modified accordingly and will  proceed to referendum on the 5th March 2020. For further information on the NDP referendum please visit the Mid Sussex DC website

Independent Examination  Mid Sussex District Council appointed Andrew Ashcroft as independent Examiner of the Hassocks NDP.   The Examiner assessed whether the Hassocks NDP meets certain legal requirements, known as the ‘basic conditions’ and considered representations made on the Hassocks NDP.

The Examiner has now issued their final report, which Mid Sussex District Council will now consider and will issue a ‘Decision Statement’ in due course setting out the actions to be taken in response to the recommendations of the Examiner.

Publicising the Plan proposal  Mid Sussex District Council and the SDNPA consulted on the submitted Hassocks Neighbourhood Development Plan (HNDP) from the 22 July to 16 September 2019 (closing at midnight).  The following documents were consulted on:

Pre-submission consultation on the  plan

 Consultation on the new Pre-submission (Regulation 14) Neighbourhood Plan ran from Monday 7 January until Monday 18 February 2019.

The Hassocks Pre-submission (Regulation 14) Neighbourhood Plan and a range of supporting documents can be found on the Hassocks Parish Council website.

The SDNPA made the following representation on the pre-submission Hassocks NDP:

Publicising a Plan Proposal Hassocks Parish Council has formally withdrawn the Submission (Regulation 16) Hassocks Neighbourhood Plan dated June 2016 as set out in the letter dated below dated 4 January 2019.

 

Mid Sussex District Council will be publishing the submitted Hassocks NDP for consultation from 21 July to 8 September 2016.

Pre-submission consultation on the plan Hassocks Parish Council carried out their Pre Submission consultation from 5 January to 16 February 2016.

Designated Neighbourhood Area The SDNPA designated the area of Hassocks Neighbourhood Area within the South Downs National Park on 13 September 2012 following an application from Hassocks Parish Council

Consultation on the proposed Neighbourhood Area A consultation on an application to designate Hassocks Neighbourhood Area was held from 15 June to 3 August 2012.
