Hurstpierpoint & Sayers Common Neighbourhood Plan

Hurstpierpoint & Sayers Common Parish Council are preparing a Neighbourhood Development Plan for Hurstpierpoint and Sayers Common. Details of the neighbourhood plan preparation are available at the Hurstpierpoint & Sayers Common Parish Council website.

The Hurstpierpoint & Sayers Common NDP (Submission Plan incorporating the Examiner’s modifications and all modifications as per the SDNPA Decision Statement) complies with the legal requirements and basic conditions set out in the Localism Act 2011 and as a result of the SDNPA Planning Committee’s resolution on 14 March 2014 has been made.

The Hurstpierpoint & Sayers Common NDP is a part of the Development Plan of the SDNPA Local Planning Authority area as defined by the Neighbourhood Area Designation by the SDNPA on 13 September 2013.

The made Hurstpierpoint & Sayers Common NDP can be viewed at the following locations:

  • Mid Sussex District Council, Oaklands, Oaklands Road, Haywards Heath, RH16 1SS
  • The Village Centre, Hurstpierpoint, BN6 9UY
Referendum A referendum was held on the Hurstpierpoint & Sayers Common NDP on 12 February 2015  For more information on the referendum visit the Mid Sussex District Council website.

There was a 42% turnout, with the following results

  • Yes = 92.4% (1972 votes)
  • No = 7.6% (162 votes)
Decision on the Plan proposal On 1 December 2014,  Mid Sussex District Council agreed the Decision Statement for the Hurstpierpoint & Sayers Common NDP. This sets out the modifications that will be made to the plan in response to the Examiner’s modifications

The Hurstpierpoint & Sayers Common NDP has been modified accordingly and will proceed to referendum on 12 February 2015.

Mid Sussex District Council appointed Nigel McGurk as the independent Examiner of the Hurstpierpoint & Sayers Common NDP.  The Examiner assessed whether the Hurstpierpoint & Sayers Common NDP meets certain legal requirements, known as the ‘basic conditions’ and considered representations made on the Hurstpierpoint & Sayers Common NDP.

The Examiner has now issued their final report, which Mid Sussex District Council will now consider and will issue a ‘Decision Statement’ in due course setting out the actions to be taken in response to the recommendations of the Examiner.

Mid Sussex District Council published the submitted Hurstpierpoint & Sayers Common NDP for consultation from 10 April to 13 May 2014. The following documents were submitted for consultation

Submission of the plan Proposals Hurstpierpoint & Sayers Common Parish Council submitted the Hurstpierpoint & Sayers CommonNDP and accompanying documents to the SDNPA in April 2014.
Pre-submission consultation on the plan Hurstpierpoint & Sayers Common Parish Council carried out their Pre Submission consultation from April to May 2013 for the statutory 6 weeks.

Designated Neighbourhood Area The SDNPA designated the area of Hurstpierpoint & Sayers Common Neighbourhood Area within the South Downs National Park on 13 September 2012 following an application from Hurstpierpoint & Sayers Common Parish Council.

Consultation on the proposed Neighbourhood Area A consultation on an application to designate Hurstpierpoint & Sayers Common Neighbourhood Area was held from 15 June to 3 August 2012.
