Ditchling, Westmeston & Streat Neighbourhood Plan

Ditchling, Streat & Westmeston Parish Councils are preparing a joint Neighbourhood Development Plan for Ditchling, Streat & Westmeston. Details of the neighbourhood plan preparation are available at the Ditchling, Streat & Westmeston Neighbourhood Plan website

The Ditchling, Westmeston and Streat NDP (Submission Plan incorporating the Examiner’s modifications and all modifications as per the SDNPA Decision Statement) complies with the legal requirements and basic conditions set out in the Localism Act 2011 and as a result of the and as a result of the Lewes and Eastbourne Council resolution on the 2nd May 2017 and the  SDNPA Planning Committee resolution on 10 May 2018 has been made.

Ditchling, Westmeston and Streat Neighbourhood Plan – Made Plan

The Ditchling, Westmeston and Streat NDP is a part of the Development Plan of the SDNPA Local Planning Authority area as defined by the Neighbourhood Area Designation by the SDNPA on 16th January 2014

The made Ditchling, Westmeston and Streat  NDP can be viewed at the following locations:

Lewes and Eastbourne District Council Southover House, Southover Road, Lewes BN7 1AB

Referendum

On Thursday 19th April 2018 a referendum was held on a neighbourhood development plan in the Ditchling, Streat and Westmeston Parish areas.

The results are as follows:

Turn out: 748
Yes: 693 (93%)
No: 55 (7%)

Decision Statement  On the 7th of February 2018, the SDNPA and LDC agreed under delegated officer powers, the Decision Statement for the Ditchling, Streat & Westmeston NDP.  This sets out the modifications that will be made to the plan in response to the Examiner’s recommendations:

The DSW NDP will be amended accordingly and will proceed to referendum in April.

Independent Examination

The SDNPA & LDC appointed Mr Christopher Lockhart-Mummery QC as independent examiner of the Ditchling, Streat & Westmeston NDP. The Examiner assessed whether the DSW NDP meets certain legal requirements, known as ‘basic conditions’ and considered the representations made on the DSW NDP.

The Examiner has now issued his final report, which the SDNPA & LDC will consider. A ‘Decision Statement’ will be prepared setting out the actions to be taken in response to the recommendations of the Examiner.

During the examination, the Independent Examiner requested further information to assist in his consideration of the DSW NDP. The documents below set out the Examiner’s questions and the Local Planning Authorities and Qualifying Body response.

Publicising the Plan proposal

The SDNPA and Lewes District Council published the submitted Ditchling, Streat & Westmeston NDP for consultation in accordance with Part 5 of the Neighbourhood Planning (General) Regulations 2012.

The consultation ran from Wednesday 5 July to Monday 28 August 2017.

The SDNPA undertook the following checks on the Ditchling, Streat & Westmeston NDP submission documents:

2nd pre-submission consultation Ditchling, Westmeston & Streat Parish Councils carried out a second pre-submission consultation on sites and Local Green Spaces from 7 December to 28 January 2017.

Pre-submission consultation on the plan Ditchling, Westmeston & Streat Parish Councils carried out their Pre Submission consultation from 16 March to 26 April 2016.

Designated Neighbourhood Area The SDNPA designated the Ditchling, Streat & Westmeston Neighbourhood Area on 16 January 2014 following an application from the parish councils.

Consultation on the proposed Neighbourhood Area A consultation on an application to designate Ditchling, Streat & Westmeston Neighbourhood Area was held from 26 February to 9 April 2013.
