Hampshire Minerals and Waste Plan
The South Downs National Park Authority (SDNPA) works in partnership with Hampshire County Council (HCC), Portsmouth City Council (PCC), Southampton City Council (SCC), and the New Forest National Park Authority (NFNPA) on minerals and waste planning policy matters for the part of the National Park that falls within Hampshire.
The above Authorities are known collectively as either the “Hampshire Authorities” or the “five Authorities”.
The Adopted Minerals and Waste Plan (Up to 2030)

The adopted Hampshire Minerals and Waste Plan (HMWP) is used by the Hampshire Authorities in the determination of planning applications for minerals extraction, waste management activities, and the safeguarding of minerals and waste infrastructure, in the part of the National Park that falls within Hampshire. The Update to the Minerals and Waste Plan (Up to 2040)
The Hampshire Authorities are working to produce an update to the Hampshire Minerals and Waste Plan (HMWP) (“the Plan”) to replace the adopted HMWP and guide minerals and waste decision-making in Hampshire up to 2040.
The Plan builds upon the adopted HMWP, providing new and updated policies based on up-to-date evidence of the current levels of provision for minerals and waste facilities in the Plan Area. Importantly, the Plan establishes the future levels of provision required to meet national and regional policy targets and objectives. It sets out an updated vision of how this will be achieved and provides details of strategic sites that will deliver the vision.
The Hampshire Authorities carried out a Regulation 18 public consultation between 08 November 2022 and 31 January 2023, carried out a Regulation 19 public consultation between 09 January and 05 March 2024, and submitted the Plan (including the evidence base and all representations received) to the Secretary of State for independent examination under Regulation 22 of the Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended) on 29 July 2024.
The examination hearings took place in February 2025, along with an additional hearing regarding the Purple Haze proposed site allocation (outside the South Downs National Park) in September 2025. Following these hearings, Proposed Main Modifications to the Plan were published and consulted on between 04 December 2025 and 12 February 2026. All representations were provided to the Planning Inspector for consideration.
The Planning Inspector, appointed by the Secretary of State, has produced their Final Report which concludes the examination. The SDNPA will consider the Inspector’s Final Report, and whether to adopt the Plan, at the full meeting of the South Downs National Park Authority on 07 July 2026.
