Liss Neighbourhood Plan

Liss Parish Council are preparing a Neighbourhood Development Plan for Liss. Details of the neighbourhood plan preparation are available at the Liss Parish Council website

The Liss NDP (Submission Plan incorporating the Examiner’s modifications and all modifications as per the SDNPA Decision Statement) complies with the legal requirements and basic conditions set out in the Localism Act 2011 and as a result of the SDNPA Planning Committee resolution on 14 December 2017 has been made.

Liss NDP – Made Plan

The Liss NDP is a part of the Development Plan of the SDNPA Local Planning Authority area as defined by the Neighbourhood Area Designation by the SDNPA in 2014.

The made Liss NDP can be viewed at the following location:

  • South Downs Centre, North Street, Midhurst, GU29 9DH
Referendum A referendum was held on the Liss NDP on Thursday 9 November 2017. For more information on the referendum visit East Hampshire District Council’s Referendum page. There was a 30% turnout, with the following result:

  • Yes = 87.2% (1,251 votes)
  • No = 12.3% (177 votes)

Liss Neighbourhood Development Plan (Referendum Version)

Decision on a Plan Proposal On 14 September 2017, the SDNPA’s Planning Committee agreed the Decision Statement for the Liss NDP. This sets out the modifications that will be made to the plan in response to the Examiners recommendations.

The Liss NDP has been modified accordingly and will proceed to referendum on the 9th November 2017

Independent Examination (Examiner’s Report) The Examiner has now issued his final report, which the SDNPA will consider. A ‘Decision Statement’ will be prepared setting out the actions to be taken in response to the recommendations of the Examiner. It will be presented to the SDNPA Planning Committee on the 14th September 2017.

Independent Examination (Public Hearing)

The Liss Neighbourhood Development Plan Examination Public Hearing was held on 30 June 2017 at Liss Village Hall.

The Independent Examiner set out a number of issues to be examined further in the Public Hearing agenda, which can be found below. The Liss Neighbourhood Plan group and officers of the South Downs National Park Authority (SDNPA) responded to the Examiners questions where appropriate. A copy of the notes used by the Liss Neighbourhood Plan group were presented at the Public Hearing. Officers of the SDNPA also prepared a series of notes to assist in their response to the Examiners questions. A copy of these notes can be found below:

Following the Public Hearing the Independent Examiner will consider matters discussed at the Public Hearing and all representations which were submitted during the Regulation 16 consultation, the Examiner will also consider a late representation which can be found below. Following this the Examiner will issue a report of the Independent Examination, that report will be published on this webpage once it is complete.

The Independent Examiners note set out details of the public hearing, including which specific representations will be considered further.

Liss Neighbourhood Plan – Examiners Agenda and Supporting Notes

The Independent Examiner for the Liss Neighbourhood Development Plan has requested further information to assist in the Examination of the Liss Neighbourhood Development Plan. Independent Examination

The SDNPA has appointed Robert Bryan MRTPI as Independent Examiner of the Liss NDP. The Examiner will assess whether the Liss NDP meets certain legal requirements, known as ‘basic conditions’ and will consider the representations made on the Liss NDP.

Hatch Development Ltd, has submitted a representation to the Liss NDP Examination after the deadline for Representations. Due to the nature of this representation the Examiner has agreed it can be included in the Examination of the Liss Neighbourhood Development Plan. The late representation can be found below.

Publicising the Plan Proposal

The SDNPA published the submitted Liss Neighbourhood Development Plan (LNDP) for consultation in accordance with Part 5 of the Neighbourhood Planning (General) Regulations 2012 from 16 December 2016 to 10 February 2017.

Submission of Plan Proposals

Liss Parish Council submitted the Liss NDP and accompanying documents to the SDNPA on 28 November 2016. The following submission checklist has been completed by the SDNPA

Pre-submission consultation on the plan Liss Parish Council carried out their Pre Submission consultation from 21 March to 16 May 2016.

Designated Neighbourhood Area The SDNPA designated the Liss Neighbourhood Area on 14 August 2014 following an application from Liss Parish Council.

Consultation on the proposed Neighbourhood Area Consultation on an application to designate Liss Neighbourhood Area was held from 16 June to 28 July 2014.
